Councillor D Clifft declared a non pecuniary interest in the urgent business item relating to planning applications 15/01089/REM. 15/01091/REM, 15/001124/FUL, 16/00296/VAR, 16/00387/FUL and 16/00462/VAR and in application 15/01124/FUL as an employee of Walsall Housing Group. Councillor D Clifft left the room for consideration of these items

The Committee received and took into account the report of the Director of Planning and Strategic Services, together with the information and details on the late list received after the agenda was prepared (copy attached to the minutes) and took into account the representations of the speakers at Committee

 

15/00124/FUL - LYNE HILL INDUSTRIAL ESTATE, BOSCOMOOR LANE, PENKRIDGE - APPLICANT - MR ALAN WATTS - PARISH - PENKRIDGE

 

Mr Mark Tranter spoke for the application

 

RESOLVED: that the Committee delegate approval to the Team Leader of Major Applications and Appeals to issue the decision on completion of a satisfactory Section 106 agreement. Should this not be completed by 17th October 2016, the application will be refused

 

16/00147/FUL - POOL HOUSE BARN, OLD STAFFORD ROAD, SLADE HEATH, WOLVERHAMPTON WV10 1PX - APPLICANT - MR STEPHEN DAVIES - PARISH - BREWOOD AND COVEN

 

RESOLVED: that the application be approved as recommended with extra highways condition

The Chairman referred to a site visit and put forward a motion that the application be deferred to give the applicant the opportunity to provide Officers with a Site Management Plan which would detail what would be removed and when. This was seconded by Councillor L.Bates

 

RESOLVED: that the decision be deferred to give the applicant the opportunity to produce a Site Management Plan

 

16/00568/FUL - THE SHEEPWALKS, NURTON HILL ROAD, PATTINGHAM WV6 7HG - PATTINGHAM AND PATSHULL - APPLICANT - MR AND MRS HOUGHTON

 

Mr Jeremy Cox spoke against the application

 

Additional information regarding concerns raised by three further letters received and Officer Notes were referred to

 

RESOLVED: that the Committee approve the application subject to conditions

 

 

16/00605/FUL - HUTCHISONS 3G UK LIMITED - COMMUNICATION STATION - WROTTESLEY ROAD WEST - PERTON - APPLICANT - MBNL - PARISH - PERTON

 

RESOLVED- that the Committee delegate approval to the Team Leader of Minor Applications and Appeals subject to the receipt of the correct Declaration of Conformity with International Commission on Non-Ionizing Radiation Protection (ICNIRP) Public Exposure Guidelines which clearly identifies the application address. If this is not received by the 5th September 2016 the application will be refused as the applicant has failed to demonstrate that the development complies with the requirements of the ICNIRP

The Committee received and took into account the report of the Director of Legal and Public Health Protection

 

RESOLVED: that the Resolution of the Planning Committee of 21st June 2016 for applications 15/01089/REM, 15/01091/REM, 15/01124/FUL, 16/00296/VAR, 16/00387/FUL and 16/00462/VAR be amended so that the date for completion if the Section 106 agreements is altered to 20th September 2016
