The Committee received and took into account the report of the Director of Planning and Strategic Services, together with information and details on the late list received after the agenda was prepared (copy attached to the minutes) and took into account the representations of the speakers at Committee

16/00305/FUL - 10 LITTLEWOOD ROAD CHESLYN HAY WS6 7EU - APPLICANT - MR JASON WARD - PARISH - CHESLYN HAY

Mr Onions (agent) and Mr Ward (applicant) spoke for the application Ms R Griffith spoke against

Cllr Ms Emery motioned for refusal, seconded by Cllr B Williams; not complying with space about dwellings standards; impact on character of area (EQ11) and not high quality design (EQ4)

RESOLVED: that the application be refused on the following grounds:

1. The proposed development provides an inadequate access way along the side boundary with the adjacent dwelling at no. 10, contrary to Appendix 6 of the Core Strategy, ‘Space About Dwellings Standards’

2. The proposed development would represent an incongruous feature and have a detrimental impact on the character of the area contrary to policy EQ11 of the Core Strategy

3. The proposed development does not incorporate high quality building design, particularly by the inclusion of side windows close to the side boundaries; contrary to policies CP4 and EQ11 of the Core Strategy

Councillor D Williams motioned for refusal, seconded by Councillor Ashley

RESOLVED: that the application be refused on the following grounds:

1. The proposed development is contrary to planning policies in policy GB1 in the adopted Local Plan, in that it would result in disproportionate additions to the original dwelling and is therefore inappropriate development in the Green Belt, contrary to policies GB1 of the adopted Core Strategy.

2. No very special circumstances have been advanced to justify the proposal, which clearly outweigh the harm to the Green Belt by reason of inappropriateness.

Councillor Mrs Bond motioned for refusal, seconded by Councillor B Bond

RESOLVED: that the application be refused for the following reason:

1. The proposed development is contrary to planning policies in policy GB1 in the adopted Local Plan, in that it would result in the replacement of a building with buildings, which when combined are materially larger than the one they replace and is therefore inappropriate development in the Green Belt, contrary to policies GB1 of the adopted Core Strategy

2. No very special circumstances have been advanced to justify the proposal, which clearly outweigh the harm to the Green Belt by reason of inappropriateness
