Councillor M W Davies declared a disclosable pecuniary interest in Applications 15/01016/FUL and 16/00019/FUL on the basis that he is the agent for the applicants. Councillor Davies withdrew from the meeting during consideration of the applications

The Committee received the report of the Director of Planning and Strategic Services, together with the schedule of replies to consultations on planning applications received after the agenda was prepared and prior to consideration of the planning applications, the Committee heard representations from the person below in respect of :

15/01027/FUL - 10 Littlewood Close, Cheslyn Hay - Mr Howell (Objector)

RESOLVED: that the planning applications detailed in the report be determined in accordance with the recommendations therein with the exception of the following items:

15/01061/FUL - High House, Poplar Lane, Hatherton - Applicant - Mr Ethal Lee - PARISH - HATHERTON

RESOLVED: that the application be approved as recommended with an additional condition:
 
4. The building hereby approved shall be used only as a dayroom and for no other purpose.

Reason: In order to define the permission and to avoid doubt.

Further condition:
 
5. Before the development hereby approved is brought into use, the two existing buildings shown to be removed on drawing no.5059-15 received on 7th December 2015, shall be demolished and the materials arising therefrom permanently removed from site.

15/01027/FUL - 10 Littlewood Road, Cheslyn Hay - Applicant - Mr and Mrs Jason Ward - PARISH - CHESLYN HAY

RESOLVED: that the application be refused on the following ground:

1. The proposed extension would be likely to have an adverse impact on the amenities of the neighbouring property at 12 Littlewood Road, contrary to Policy EQ9; particularly it would lead to overlooking and loss of privacy.

15/01066/FUL - 18 Uplands Drive, Wombourne - Applicant - Ms K Summers - PARISH - WOMBOURNE

RESOLVED: that the application be deferred for Committee site visit

15/01132/FUL - 1 Buttercup Close, Huntington - Applicant Mr and Mrs Teesdale - PARISH - HUNTINGTON

RESOLVED: that the application be deferred for further clarification in respect of paragraph 5.3.2 of the report.

16/00014/VAR - Husphins Farm Barns, Husphins Lane, Codsall Wood - Applicant Mr Otto De Weijer - PARISH - CODSALL

RESOLVED: that the application be approved as recommended , with the replacement of Conditions 2,3,22,29 and 30 with the following conditions and reasons:

1. The development hereby permitted shall not be brought into use until the access to the site within the limits of the public highway has been completed.
2. The development hereby permitted shall not be brought into use until the existing site accesses, which shall include the access crossing between the site and carriageway edge made redundant as a consequence of the development hereby permitted is permanently closed and the access crossing reinstated as verge.
3. Any gates shall be located a minimum of 5.0m rear of the carriageway boundary and shall open away from the highway.
4. The garage indicated on the approved plan shall be retained for the parking of motor vehicles and cycles. It shall at no time be converted to living accommodation without the prior express permission of the Local Planning Authority.
5. The development hereby permitted shall not be brought into use until the access drive rear of the gates has been surfaced and thereafter maintained in a bound and porous material in accordance with the approved plans.
6. The development hereby permitted shall not be brought into use until the parking and turning areas have been provided in accordance with the approved plans.

1. In the interest of highway safety and to comply with Staffordshire County Council requirement for vehicular access crossings.
