RESOLVED: that the Minutes of the meeting of the Overview and Scrutiny Committee held on 26 January 2016 be approved and signed by the Chairman.

3 Declarations of Interest

Councillor V Chapman declared an interest as a Trustee of the Citizens Advice Bureau (CAB) and was advised by the Director of Legal and Public Health Protection that although she did not gain reward from this work she must act objectively in line with the Code of Conduct and if this was not possible, leave the Council Chamber during consideration of the relevant item.

The Committee received the report of the Leader of the Council on Voluntary and Community Sector Funding (a copy of which is attached to the Minutes) and discussed the proposed decision.

Motion by Councillor B Williams: that the Council should consider a 'stay of execution' until 2017/18 to give time for all concerned to plan and mitigate the changes, should Option 4 be adopted as the preferred model going forward to support the voluntary and community sector.  Seconded by Councillor K James.  Motion amended by Councillor R Marshall's motion.

Motion by Councillor J Ashley: that the Committee should not accept Option 4 in the report and that the Leader should reconsider his proposed decision.  Seconded by Councillor D Clifft.  Motion defeated.

Motion by Councillor B Cox: to maintain the funding for CAB by putting the Members Budget towards this.  Seconded by Councillor T Mason.  Motion withdrawn by Councillor Cox.

Motion by Councillor R Marshall: that £5,000 should be taken from the Members Budget and £17,167 taken from the £47,167 of uncommitted spend; using this money an additional £15,000 could then be provided to CAB and an additional £2,167 to South Staffordshire CVA for 2016/17 and this could then be reconsidered for 2017/18.  Motion accepted.

RESOLVED: that the Overview and Scrutiny Committee:

(1) Note the funding commitment of £784,000 over the lifespan of the new Council Plan 2016-20 in the Medium Term Financial Strategy approved by Council on 23 February 2016 to support the Voluntary and Community Sector
(2) Request that the Leader of the Council reconsider the proposal in line with the suggestion put forward by Councillor R Marshall.

The Committee received the joint report of the Monitoring Officer and the Chief Executive on 2015 Parish Elections Costs (a copy of which is attached to the Minutes) and discussed the report.

The request for a Councillor Call for Action by Councillor R Marshall was accepted.

RESOLVED: that
(1) Members note the report outlining the re-charge arrangements to Parishes for the 2015 elections
(2) The Returning Officer would send a letter out to all Parish Councils regarding future costs before Parishes set the precept for the following year
(3) All Parish Councils are to be encouraged by the Overview and Scrutiny Committee to lobby their local MP about the issue
(4) The Overview and Scrutiny Committee request that the Leader of the Council write to the Cabinet Office highlighting concerns regarding the costs of Parish Council elections.

The Committee received the report from the Director of Legal and Public Health Protection on website progress (a copy of which is attached to the Minutes) and discussed the progress on the new website.

RESOLVED: that the

(1) Overview and Scrutiny Committee note the work on the new website
(2) Director of Legal and Public Health Protection would undertake further work to establish the position re advertising on the Council's website.

The Committee received the joint report from the Director of Legal and Public Health Protection and the Policy and Partnerships Manager on the Residents Survey - Summer 2015 (a copy of which is attached to the Minutes) and discussed the results of the survey.

RESOLVED: that

(1) The Overview and Scrutiny Committee note the results of the Residents' Panel Survey carried out in Summer 2015
(2) The survey results be shared with the relevant Officers at the County Council
(3) The Director of Legal and Public Health Protection discuss the specific community safety issue raised by a Member with the Police.
