Councillor R Spencer explained that although he had previously declared an interest in item 19/00248/FUL when it had been considered at Codsall Parish Council, following legal advice he was satisfied he did not have an interest and would be considering the application on its merits

Councillor R Heseltine declared an interest in item 19/00474/FUL and withdrew from the Chamber during consideration of that application

18/00921/FUL – THE ROYAL BRITISH LEGION, HIGH STREET, KINVER, DY7 6ER – APPLICANT – THE ROYAL BRITISH LEGION - PARISH – KINVER

Councillor L Hingley expressed concern over the proposed site which is liable to flooding notwithstanding that a Flood Evacuation Plan was proposed.

Councillor B Cox proposed a motion to defer this application to enable engineers to explore means of removing surplus water from the site.

Councillor L Hingley seconded the motion

The motion was carried.

RESOLVED: that the application be deferred to allow time for engineers to explore ways of removing surplus water from this site.

18/00991/FUL – LAND AT ENGLETON LANE, BREWOOD, SOUTH STAFFORDSHIRE - APPLICANT – LOVELL HOMES – PARISH – BREWOOD AND COVEN

Following a site visit, the applicants had asked for the application to be deferred to allow for further construction access arrangements to be explored prior to Planning Committee determination.

18/00248/FUL – LAND AT SHOP LANE, OAKEN, SOUTH STAFFORDSHIRE - APPLICANT - CODSALL PARISH COUNCIL

Jeff Silk spoke against the application.

Lesley Birch spoke for the application.

Councillor R Spencer was concerned that this application for nine dwellings was not suited to the site as complimentary infrastructure was not there to support it.

Councillor R Spencer moved a motion to refuse the application as it represented inappropriate use of the green belt and was therefore contrary to GB1 of the Council’s adopted core strategy.

Councillor P Allen seconded the motion.

The motion was carried.

RESOLVED:  that the application be refused on the following  grounds:

The application is not considered to be suitable by virtue of its size and scale in relation to Oaken, which lacks key infrastructure and services and is poorly served by public transport. As such, the application is not an acceptable rural exception site for the purposes of Policy H3 of the Core Strategy and is inappropriate development in the Green Belt. The development is therefore harmful to the Green Belt, contrary to policy GB1 of the adopted Core Strategy

19/00440/FUL – 2 SCHOOL LANE, DUNSTON, STAFFORD, ST18 9AG – APPLICANT – MR ROBB STUBBS – PARISH – DUNSTON AND COPPENHALL

Councillor Bates and Ford asked for the consideration of the application to be deferred to allow Dunston and Coppenhall Parish Council time to convene and reconsider the application and for the Planning Committee to undertake a site visit.

Both Councillors were concerned that the applicant planned to use the development for purposes beyond residential and that the development was contrary to the Council’s policy to protect open countryside (OC1) and adversely affected the amenity of local residents (EQ9).

Councillor Bates proposed a motion to defer the application.

Councillor Ford seconded the application to defer

The motion was defeated.

RESOLVED: that the application be approved as recommended subject to conditions.

19/00474/FUL – 6 THE BELFRY, PERTON, SOUTH STAFFORDSHIRE, WV6 7YX – APPLICANT – MR AND MRS MILLINGTON  – PARISH - PERTON

As a ward member, Councillor Caine asked that the BBQ cabin be sited closer to the applicant’s home than to the neighbouring properties.

RESOLVED: that the application be approved as recommended subject to conditions.
