4 Water Supply Issues in South Staffordshire

Representatives from Severn Trent, Local Plans and Environmental Health will be in attendance following a request from Members for this matter to be subject to scrutiny

Representatives from Severn Trent delivered a presentation and responded to concerns raised by the Committee.  Representatives for Local Plans and Environmental Health were also in attendance.

Councillor Lawrence said that problems with water pressure during the Spring lockdown which resulted in loss of water to South Staffordshire residents had been very poorly communicated to councillors and members of the public.  Confused and inconsistent messages had been received and he asked for assurance that Severn Trent communications team would look to improve their service.

Councillor Fisher accepted there had been unprecedented demand on water supply at that time and asked for assurance that the low water pressure problems had been addressed and that the infrastructure would be upgraded to manage anticipated demand particularly with regard to villages which were often at the end of supply lines.  He also commented that compensation from Severn Trent to its customers had been inconsistently allocated. 
  

Councillor Boyle and Councillor K Perry were concerned over the state of the sewage system in Cheslyn Hay which required urgent upgrading to accommodate existing houses and new development in the area.  Severn Trent confirmed that there was a capital project planned to relay the sewer in Cheslyn Hay.  The rolling plan to improve the sewer network was based on a risk matrix. Additional surface water was a contributing factor and new developments should address methods of discharging additional surface water sustainably.

Councillor Cox was concerned about flooding in Bishops Wood.

Councillor Wilson said that dialogue between local councillors and Severn Trent needed to be improved.  Representatives from Severn Trent agreed to meet councillors in focus groups to address individual matters of concern.

RESOLVED: that representatives from Severn Trent note the concerns of the Overview and Scrutiny Committee and agree to meet local councillors to address individual matters.

 

Report of the Corporate Director Resource (S151 Officer)

The Committee received the report of the Corporate Director Resource (S151 Officer) which provided a combined update as at 30 September 2020 (Quarter 2 of 2020/21) on performance, finance and risk. The report included results against performance targets set to monitor delivery of the (new) Council Plan 2020 – 2024.

 

RESOLVED: that the Overview and Scrutiny Committee review and note the Quarter 2 Integrated Performance Management Report.

 

Report of Corporate Director Resource

The Committee received the report of the Corporate Director Resource which sought approval to change the Council’s revenue budget through a series of budget ‘virements’ which reflect the impact of Covid-19 and other matters.  This report superseded the report dated September 2020 previously considered by (informal) Cabinet (and by Overview and Scrutiny at its meeting on 21 October 2020) and included consideration of the most recent Covid-19 related announcements regarding November lockdown.

 

RESOLVED: that the Overview and Scrutiny Committee note the proposed virements detailed in Section 5 and note the updated medium-term forecasts detailed in Section 6 of the report of the Corporate Director Resource.
